Work involves developing and/or coordinating programs and policies in assigned areas such as compensation and recruitment, position classification, employee relations, employee benefits, payroll, and training.
The position routinely deals with sensitive and confidential matters, and requires sound judgment, personal initiative and discretion in completing assigned tasks.
Reports to the Senior Human Resources Analyst.
Job Highlights Administers and manages benefit and payroll transactions.
Assists in the coordination of employee benefit programs.
Administers and monitors compliance for COBRA regulations.
Reviews retirement options and benefits with employees.
Monitors online benefit portal.
Responsible for submission of annual Line of Duty benefits census to the Virginia Retirement System.
Participates in benefit orientation sessions for new employees.
Administers the County payroll; computes wage and overtime payments, special pays, benefit contributions, retirement benefits, and special withholdings.
Computes withholding for mandatory wage attachment deductions.
Prepares, reconciles, and files a variety of federal and state reports.
Assist with coordinating the maintenance and management of Human resources personnel software and databases.
Assists directors, supervisors and employees with interpreting human resources regulations, policies, and guidelines.
Responsible for records management within assigned area of responsibility.
Maintains current working knowledge of best practices pertaining to human resources programs.

Job Description:
Human Resource Analyst (Benefits/Payroll) Qualifications Possession of a bachelor's degree in human resources, personnel management or a related field.
Three (3) years of progressively responsible human resource roles.
Any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
Special Requirements Certified Payroll Professional designation administered by the American Payroll Association (APA), or equivalent preferred.
Professional designation such as Professional in Human Resources (PHR) or International Personnel Management Association Certified Professional (IPMA-CP), or equivalent preferred.
